CHAPA’s legacy in policy research is decades-long. We weren’t just early advocates for Chapter 40B. CHAPA published the first data-driven outcome analysis… in 1979.

Our methods have changed. Our intention is the same–push thinking and action towards what gets results.

Housing Choice Vouchers (HCV)

Without a voucher, across all regions of the state, HCV households would face an enormous challenge overcoming a substantial gap in their ability to pay market rents in a high-cost state like ours.
