Monica C. Keel returned to CHAPA in 2023 as the Municipal Engagement Program Associate after interning for the Municipal Engagement Initiative from 2020-2021. Monica most recently worked as a Community Coordinator for WinnCompanies in their Nuestra Portfolio in Roxbury. She holds a Bachelor of Arts in Spanish and French from Manhattanville College and a Master of Arts in Women’s, Gender, and Sexuality Studies from Brandeis University. She related her Master’s thesis to housing by creating a space for Black women to reflect on their experiences living in public housing developments in Boston in the 1970s-1980s. They remain passionate about creating equitable and accessible housing for all and maintaining space for those to share their thoughts on housing.

Lily Linke joined CHAPA in February 2021 as the Municipal Engagement Program Associate. In her previous role as MBTA Communities Engagement Manager, Lily provided technical support to municipalities for their education, engagement, and outreach efforts around the new MBTA Multifamily Zoning requirements (3A). She became Director of Municipal Engagement in February 2025.

Lily received her BFA in Theatre Arts from Boston University, and her MA in Urban and Environmental Policy and Planning from Tufts University. She turned her Masters’ thesis on the intersection of walkability and race into a podcast called Foot Notes. She brings her years of experience in arts education to her work as a facilitator and organizer, and she believes strongly in the power of storytelling to build a better world.

In her spare time, Lily enjoys hiking with her husband and two dogs, trying new recipes, and advocating for safer streets in her hometown of Somerville.

Carol Marine joined CHAPA in 2010. She is responsible for many of CHAPA’s 40B Monitoring efforts, including foreclosures, as well as the Affordable Housing Development Competition and the Welcome Home MA Toolbox. She previously worked for Just A Start Corporation in Cambridge. She holds a Bachelor of Arts in Political Science from Tufts University and a J. D. from Boston College Law School. She is a member of both the Massachusetts and Rhode Island Bars.

Ron McCormick joined CHAPA in October 2021 as Program Manager for our Chapter 40B monitoring work. He’s worked closely with an array of non-profit organizations, including CDFIs and private student lending. Before coming to CHAPA, he most recently managed a mortgage portfolio for a non-profit organization that specialized in building wealth in low-income communities. Ron attended college in Boston, is an avid Boston sports fan, and loves creative writing.

Matt joined CHAPA in 2023. As Director of Public Policy, he is responsible for helping develop, direct, and implement the organization’s public policy agenda. Previously, Matt worked for the Massachusetts Department of Higher Education as Director of Trustee and Government Relations, as well as for Youth Villages, Health Care For All, and the AIDS Housing Corporation. He began his career as a staff assistant and legislative correspondent for Congressman Henry Waxman of California. Born and raised in Massachusetts, Matt holds a Bachelor of Arts in history with a minor in peace and conflict studies from Holy Cross as well as a master’s degree in history from UMass Amherst.

Elizabeth Palma-Diaz began working for CHAPA in 2009. For nearly ten years, she contributed to CHAPA’s Chapter 40B monitoring efforts, particularly managing the resale of affordable homes to first-time homebuyer households. In 2019, she started managing the Massachusetts Homeownership Collaborative and CHAPA’s New England HUD Housing Counseling network. She was previously the Homeownership Program Director for the Allston Brighton Community Development Corporation, where she implemented a home buying education program and counseled over 200 potential homebuyers annually. She has a Bachelor of Arts in Sociology from the University of Massachusetts Boston.
