Leveraging CHAPA’s place as a convenor and bridge-builder, the Housing Policy Action Center strives to:
- Ask questions that matter
- Deliver rigorous research, partnering with top-notch academics and thinkers
- Activate ideas through CHAPA’s practitioner network
- Move the conversation forward into policies, programs, and systems that sustain a better Massachusetts
CHAPA’s legacy in policy research is decades-long.
We weren’t just early advocates for Chapter 40B. CHAPA published the first data-driven outcome analysis… in 1979.
Back then, our reports relied on hand-drawn graphs and paper questionnaires diligently mailed to all 351 cities and towns—336 responded.
Our methods have changed. Our intention is the same–push thinking and action towards what gets results.
