President-Elect Biden Chooses Rep. Fudge (OH) as HUD Secretary

President-elect Joe Biden has selected US Representative Marcia Fudge (OH) as Secretary of the Department of Housing and Urban Development (HUD). Rep. Fudge has represented Ohio’s 11th Congressional District since 2008. The Congresswoman serves on the House Administration, Agriculture, and Education and Labor committees and previously chaired the Congressional Black Caucus. If confirmed, Rep. Fudge would become the second Black woman to lead HUD.

Action Alert! Ask Governor Baker to Support Affordable Housing & Homelessness Prevention in the State Budget TODAY!

On December 3, the Legislature sent their final FY2021 state budget bill to Governor Baker for his signature. The Governor now has 10 days to sign the budget, veto, or send items back to the Legislature with amendments.

The Legislature’s budget makes significant investments in permanent affordable housing programs, including $135 million for the Massachusetts Rental Voucher Program, $12.5 million for the Alternative Housing Voucher Program, and $80 million for Public Housing. The budget also makes crucial investments in emergency rental assistance, providing $54.7 million for RAFT during a year when RAFT has been a lifeline for many struggling to make ends meet. We are asking the Governor to quickly sign the budget without changes to secure increased funding for these critical affordable housing, homelessness prevention, and community development programs.

I am writing to ask that you quickly sign the FY2021 state budget without changes to include critically needed resources for affordable housing, homelessness prevention, and community development programs. Please sign the budget to include funding for MRVP, AHVP, RAFT, public housing, housing consumer education centers, HomeBASE, and other affordable housing programs. As thousands of households risk losing their home due to COVID-19 and with thousands more already in emergency shelter, Massachusetts needs these resources to help everyone have a safe, healthy, and affordable place to call home. Thank you!

Conference Committee Releases FY2020 State Budget

Yesterday evening, December 3, the conference committee released the FY2021 conference budget. For each of CHAPA’s priorities, the budget contains the higher appropriation amount from the versions passed by the House or Senate! Click here for an overview of an overview of CHAPA’s priorities in the conference budget.

The conference budget makes language changes to some of CHAPA’s priorities, including RAFT, HomeBASE, and MRVP. Notably, the budget language directs DHCD to use a short, simple application for RAFT and de-couples RAFT and HomeBASE benefits during the COVID-19 emergency declaration.

The budget also includes several housing-related outside sections on:

  • Revised notices to quit for COVID-related evictions;
  • Delaying eviction cases if there is a pending application for emergency rental assistance;
  • Reporting requirements for the Eviction Diversion Initiative; and
  • The creation of a task force to make recommendations on how to improve the Eviction Diversion Initiative.

Although not included in CHAPA’s priorities, the budget also includes a new line-item (7004-1010) with $5 million for a down payment assistance program as well as $2.5 million for capital grants to improve or create accessible affordable housing for persons with disabilities (7004-9031).

Today, December 4, the Legislature accepted the conference budget and sent it to the Governor. He will have 10 days to sign the budget or send it back to the Legislature with vetoes or other recommendations.

Please call or email the Governor asking him to support all our affordable housing, homelessness prevention, or community development priorities in the final budget. CHAPA is currently drafting our letter to Governor Baker right now. We will post it when it is complete.

Also, if you can, please contact Ways and Means Chairs Rep. Michlewitz and Sen. Rodrigues to thank them for supporting our priorities in the conference budget.

CHAPA also thanks Speaker DeLeo, Senate President Spilka, other members of the budget conference committee, and the Legislature for supporting these critical programs in the state budget.

Summary of Dodd-Frank Wall Street Reform Bill – July 19, 2010

Years without accountability for Wall Street and big banks brought us the worst financial crisis since the Great Depression, the loss of 8 million jobs, failed businesses, a drop in housing prices, and wiped out personal savings.

The failures that led to this crisis require bold action. We must restore responsibility and accountability in our financial system to give Americans confidence that there is a system in place that works for and protects them. We must create a sound foundation to grow the economy and create jobs.
