Josh Vogel joined CHAPA in 2025 as Program Associate. He contributes to CHAPA’s 40B Monitoring efforts, including the resale of affordable homes to first-time homebuyers, and CHAPA’s work on the CommonWealth Builder Program. Prior to joining CHAPA, he worked as a Practice Team Assistant at Cooley LLP. Josh is dedicated to expanding access to affordable housing and active transportation in Greater Boston and Massachusetts more broadly. He holds a Bachelor of Arts in Geography from Dartmouth College.

Jennifer Gilbert

Jennifer Gilbert

Since her first post-college job at a Philadelphia homeless shelter, Jennifer Gilbert has worked to make more housing and make housing more accessible. Her 25+ years of experience have lent her the opportunity to “sit” at multiple seats around the housing table: developer, manager, funder, government, planning board member, grant-maker, technologist.

From 2018-2025, she founded and led Housing Navigator Massachusetts, Inc., taking a Tech for Good nonprofit from an idea to a nationally-recognized, free 24/7 affordable housing search tool with 35,000+ users each month. Under her leadership, Navigator debuted statewide and town-by-town Housing Supply Dashboards — a first for transparency about the Massachusetts affordable housing supply – that enable data-driven policy to identify gaps and increase housing production. Housing Navigator MA data is cited regularly in local press, planning meetings,research, and advocacy.

Prior to founding Housing Navigator MA, Jennifer was the initial Executive Director of the Kuehn Charitable Foundation launching its practice-based Kuehn Fellows program (now in its sixth round with 29 alumni Fellows). She further guided over $3 million in investments in affordable housing and historic preservation. Earlier in her career, she spent 15 years as development and strategy consultant with a national practice overseeing complex, mission-driven real estate development projects fostering the creation of 1000+ units of affordable housing, arts spaces, early education centers, and a health clinic in partnership with Vanderbilt University Medical Center.

Jennifer holds an MCP from MIT, a JD from Northeastern University where she was a Skadden Fellow for Public Interest Law, and BA magna cum laude from the University of Pennsylvania. She stays involved in her local community through recent service on the City of Cambridge’s Charter Review Committee (2022-2024) and Alewife Zoning Advisory Group.

Lousillia joined CHAPA in early 2025 as the Executive Assistant to CEO, Rachel Heller. In her role as EA, she will provide calendar management, facilitate internal and external communications, and support preparation for upcoming commitments, playing a strategic role in the organization’s administration. Lousillia is a Dorchester native who has supported executives & c-suites at both nonprofit and corporate organizations. She also brings a strong and passionate commitment to the communities she serves as a woman of color by fostering equality and inclusivity while doing her part to continue to create safe and inclusive environments for everyone she is in contact with. Outside of her role, Lousillia enjoys painting, spending time with loved ones, cheering on her Boston sports teams, and reading.

Karen Wiener

Karen Wiener began working for CHAPA in 1990 and became Chief Operating Officer in 2007. She oversees the organization’s operations including fundraising, hiring and supervising staff, working with the Board of Directors, and representing the agency in various forums and coalitions. Karen also focuses directly on several issue areas, including affordable housing awareness, homebuyer education, planning and land use, and smart growth. She holds a Bachelor of Arts in Urban Affairs from George Washington University and a Masters in City Planning from the University of California at Berkeley.

Jordan Stocker

Jordan Stocker joined CHAPA in September of 2024 as Senior Policy Associate, assisting in the development and implementation of CHAPA’s policy agenda.

Before this role, he served as the Independent Living Housing Projects Coordinator, working with the Massachusetts Statewide Independent Living Council and the ten Independent Living Centers to improve housing outcomes for people with disabilities. He worked to build partnerships with affordable housing stakeholders and housing authorities and connected staff and consumers from ILCs with relevant housing policy updates. He also administered working groups to ensure the link between accessible housing advocacy and direct services was strong.

Previously, he worked with elders in Plymouth County to identify affordable and accessible housing resources. Jordan grew up in Essex Junction, Vermont, and attended the University of Vermont, where he received his Bachelor’s Degree in Social Work.

Will Rhatigan joined CHAPA in 2024 as MBTA Communities Engagement Manager. In this role, he works with planners, elected officials, and advocates to help communities create multi-family zoning districts that comply with the MBTA Communities Act–a 2021 law that requires municipalities served by the MBTA to allow some multi-family housing.

Before coming to CHAPA, Will worked as Policy and Advocacy Communications Manager for Mass Audubon. Prior to that, he was Advocacy Director for the San Diego County Bicycle Coalition. Will is passionate about helping to build sustainable communities where people of all ages, abilities, income levels, and backgrounds can thrive. Born and raised in Massachusetts, Will holds a Bachelor of Arts in Social Studies from Harvard University.
