In October 2023, Governor Healey issued Executive Order 621 to order an immediate working group to develop a statewide housing plan and create an advisory council to oversee and advise the development of the plan. The Executive Office of Housing and Livable Communities (EOHLC), in partnership with the 20-member Housing Advisory Council, are currently in the process of developing the first comprehensive housing plan for Massachusetts. The plan will include strategies for substantially increasing housing production, preserving, and upgrading existing housing stock, supporting individuals and families struggling with homelessness, and using housing to create economic mobility for all. As part of this process, EOHLC is meeting with varying stakeholder groups across the Commonwealth to discuss the State Housing Plan in order to elicit feedback as well as targeted recommendations.
