Calling all planning and zoning board members, public officials, municipal staff, affordable housing developers, and housing advocates!

How can your community expand its housing opportunities and ensure affordability? Join CHAPA virtually on Wednesday, October 30th, November 6th, and November 13th from 3:00 PM to 4:45 PM for our Tools for Increasing Housing Production in Your Community Virtual Conference (formerly our annual Chapter 40B Conference).

We'll cover:

  • the menu of tools for production and how they all work together
  • new programs and policies passed in the Affordable Homes Act
  • what’s in store for communities with our new state Office of Fair Housing
  • current best practices and challenges in affirmative fair housing marketing
  • the role of subsidizing agencies in our affordable home production
  • how to use inclusionary zoning to address housing needs and incorporate affordability

Tickets are $75 for non-CHAPA members and $55 for CHAPA members and cover all three sessions. If you are a current student or young professional, please contact Carol Marine (cmarine@chapa.org) for pricing. No refunds will be provided to those who register but do not attend the conference.

Session 1 (Oct. 30): Housing subsidy programs and the role of the subsidizing agencies

Secretary Ed Augustus was appointed by Massachusetts Gov. Maura Healey in June 2023 to lead the newly created Executive Office of Housing and Livable Communities. An experienced, results-driven executive, Augustus has spent more than 35 years in public service, building effective teams and bringing people together to have a positive impact on communities. As the secretary of the Executive Office of Housing and Livable Communities, Augustus leads the state’s mission to create more homes and lower housing costs for Massachusetts residents. The executive office also distributes funding for community development initiatives, oversees the state’s public housing and operates homelessness prevention and housing stabilization programs.

Rieko Hayashi is the Director of the Local Initiative Program (LIP)  for the Department of Housing and Development.  She oversees all units' review, approval, and monitoring through the LIP and HOP (Homeownership  Program).  Previously she has worked in the nonprofit, municipal and private sector in the Housing and Planning field.  She is almost a lifelong Massachusetts resident and graduated with a Bachelors from Columbia University and Masters in Urban Planning from the Massachusetts Institute of Technology.

Chris Kluchman oversees and coordinates a wide range of programs in the Livable Communities Division, including land use and federal and state grant programs with approximately $100 million in annual funding. For the past three years, she’s led the implementation of the award-winning MBTA Communities law which requires 177 communities in eastern Massachusetts to establish as of right multi-family zoning. Before her work for the Commonwealth, she worked for the Town of Westford, MA as the Director of Land Use Management. She worked in Oregon for the first half of her 35+ year career, including co-founding a planning firm. In 2016, Chris was recognized for outstanding contributions to the planning field as a Fellow of the American Institute of Certified Planners. She has a BA in the Growth and Structure of Cities from Haverford College. 

Jessica Malcolm is Manager of the Planning and Programs Department at MassHousing and oversees the administration of 40B Programs, including the New England Fund Program and MassHousing’s Multifamily and Mixed-Income rental programs. Previously, Ms. Malcolm worked for the Department of Housing and Community Development as Program Coordinator for the Local Initiative and Homeownership Opportunity Programs. Ms. Malcolm graduated with a bachelor’s degree from the University of Rhode Island and a J.D. from New England Law Boston.
