Citizens’ Housing and Planning Association (CHAPA) is a leading non-profit umbrella organization for affordable housing and community development activities in Massachusetts. CHAPA’s mission is to encourage the production and preservation of housing which is affordable to low income families and individuals and to foster diverse and sustainable communities through planning and community development.
Established in 1967, CHAPA has a diverse and active Board of Directors and membership of more than 1,500 people and hundreds of organizations, including volunteers and practitioners in the public, private, and non-profit sectors. CHAPA pursues its goals through advocacy at the local, state, and federal levels; research and policy analysis; education and training; information and referral services; and programs to expand homeownership and rental opportunities for low and moderate income residents. CHAPA is seeking a highly experienced professional to provide strategic leadership, to work with very diverse interests in the housing and community development field, and to oversee all aspects of the organization’s numerous activities and initiatives.
Responsibilities
- Development and execution of the agency’s strategic plan and annual workplan
- Public policy advocacy at the state and federal levels, including the agency’s annual budget and legislative priorities
- Board relations, development, and recruitment
- Financial management and fundraising
- Staff supervision and development
- Representing the agency on governmental and non-governmental task forces and commissions at the local, state and federal levels
- Membership outreach and services, including participation in policy committees
- Media relations
- Active participation in advocacy coalitions at the state and national levels
- Frequent public speaking at community forums, conferences, and other events

Management and oversight of:
- Agency communications, including web site and numerous publications, such as the annual report, e-newsletters, policy reports, and others
- Research and policy analysis to further the agency’s advocacy agenda
- Program design, development, and implementation
- Planning of agency-sponsored conferences, trainings, and forums
Qualifications
- At least ten years of experience in a senior level position(s), preferably in the non-profit or public sector
- Extensive knowledge of housing and community development programs and policies at the local, state, and federal levels
- Demonstrated ability to work with diverse constituencies, stakeholders, and coalitions, including excellent facilitation and consensus building skills
- Demonstrated experience in financial management and strong knowledge of the budgeting, reporting, and auditing process
- Demonstrated experience in hiring and supervising staff and knowledge of human resources and personnel matters
- Significant experience in fundraising and grants management, including success in raising funds from charitable foundations, government agencies, and the private sector
- Strong experience in working with elected and appointed officials, including knowledge of the legislative process
- Excellent verbal and written communications skills
- Excellent public policy analysis and research skills
- Experience with program design and implementation
- Strong interpersonal skills, patience, open-mindedness, respect for others’ perspectives, and commitment to expanding opportunities for low and moderate income people
- BA required; Masters or advanced degree strongly preferred
