Governor Baker Makes 9C Budget Cuts to Housing Programs - December 7, 2016

On December 6th, Governor Baker announced 9C budget cuts.  The Governor cut $98 million from the $39.25 billion state budget in response to softening revenues.  These cuts included $53 million in earmarks, $17 million from administrative accounts, $6 million from MassHealth, and $21 million from other areas of the budget to bring spending in line with anticipated revenues.

Governor Baker cut $6 million from housing programs, including:

  • $2.4 million cut from MRVP (7004-9024)
  • $500,000 cut from Housing Consumer Education Centers (7004-3036)
    • $350,000 program cut
    • $75,000 from Springfield Neighborhood Housing Services, Inc.
    • $75,000 from Talk Read Succeed Program
  • $500,000 cut for Public Housing (7004-9005)
  • $400,000 cut for Emergency Assistance for Families (7004-0101)
    • $400,000 from Home Works Program
  • $1.285 million cut for DHCD Admin (7004-0099)
    • $200,000 from Citizens Planner Training Collaborative
    • $75,000 from Coalition for a Better Acre, Smith-Baker Center of Lowell
    • $250,000 from Community Action Programs Inter-City, Incorporated
    • $50,000 from Computer Technology Center at Commonwealth Housing Development in Brighton
    • $100,000 from Holbrook Community Action Grant
    • $250,000 from New Lease
    • $100,000 from Homeless Prevention Council of Lower Cape Cod
    • $45,000 from Housing Assistance Corporation Caseworker
    • $50,000 from Methuen Arlington Neighborhood, Inc.
    • $50,000 from Pleasant Street Neighborhood Network Center in Worcester
    • $40,000 from South Worcester Neighborhood Improvement Corporation
    • $75,000 from World is Our Classroom, Inc.
  • $650,000 cut for Homeless Individual Assistance (7004-0102)
    • $50,000 from Chelsea Community Based Housing Services
    • $65,000 from Emmaus of Haverhill
    • $60,000 from Friendly House
    • $75,000 from Grace Center Pilot in Gloucester
    • $200,000 from Housing Assistance Corporation/Barnstable NOAH Shelter
    • $75,000 from United Way of Greater Attleboro/Taunton, Inc. on behalf of South Coast Regional Network to End Homelessness
    • $125,000 from United Way South Coast Regional Network to End Homelessness
  • $184,790 cut for Homeless Programs Admin (7004-0100)
    • $100,000 from Housing Families, Inc.
    • $38,000 from Waltham Community Day Center Fulltime Dual Diagnosis Clinic
    • $46,790 from WATCH CDC Housing Clinic
