Maintenance Mechanic Laborer – Tier 1 (part-time)

The Franklin County Regional Housing and Redevelopment Authority (HRA) serves the housing and community development needs of the twenty-six towns of Franklin County, Massachusetts. We work with residents to successfully access a wide variety of housing resources. We also work with the municipalities of Franklin County to apply for and administer grant funding for various infrastructure and community development projects.

Position Overview: Perform general maintenance and repair of equipment and buildings requiring practical skill and knowledge in such trades as painting, carpentry, plumbing, masonry, and electrical work for properties owned and/or managed by the Franklin County Regional Housing and Redevelopment Authority at sites located in Franklin County, MA.

Job Class: Part-Time (20 hours/week), Non-exempt

Supervision Received: The Maintenance Mechanic Laborer – Tier 1 works under the supervision of the Maintenance Mechanic Laborer – Tier 3 or assigned designee.

Supervision Given: None

Essential Functions:

1.      Responsible for all maintenance functions required to keep the facilities owned and/or managed by HRA serviceable, clean, in safe condition and in good repair.

2.      Maintain a scheduled maintenance program, including mechanical system checks.

3.      Safely operate appropriate hand and power tools, as well as motorized equipment and vehicles, to perform required maintenance tasks.

4.      Interact with tenants in a responsive, responsible manner.

5.      Complete assigned work orders and provide timely communication regarding outcomes or problems.

6.      Assist the Property Management Department by communicating property needs and recommendations for repairs and capital improvements.

7.      Recommend and periodically evaluate maintenance policies, practices, and training.

8.      Supervise and evaluate approved and assigned independent contractors.

9.      Attend routine maintenance staff meetings and contribute to the preparation of written staff reports and departmental budgets.

10.  Other related duties, as assigned.

Mechanical Job Functions:

1.      Make electrical repairs that do not require a licensed electrician.

2.      Make plumbing repairs that do not require a licensed plumber.

3.      Performing general maintenance on equipment.

Labor/Custodial Job Functions:

1.      Assist with the maintenance of grounds, including lawn mowing and maintenance, planting, weeding and trimming shrubs, raking leaves, clearing brush, cleaning and maintaining walkways and driveways.

2.      Snow removal from walkways and driveways, spreading sand and salt where necessary.

3.      Exterior and interior painting, including minor repairs and surface preparation using plaster or compound to patch minor holes and cracks in walls and ceilings.

4.      Cleaning of common areas, including sweeping, mopping, washing, vacuuming, waxing, polishing, dusting, and cleaning windows.

5.      Cleaning and preparing vacant apartments for re-rental.

6.      Routine carpentry (less than journeyman) that does not require a construction supervisor’s license, including but not limited to replacement of damaged paneling and floor tiles, hanging doors, installing door locks, and replacing broken windowpanes.

General Responsibilities:

1.      HRA is a public agency operating for the benefit of all citizens. Personnel shall conduct themselves in a manner respectful of all clients and shall adhere to HRA’s mission and goals. Personnel shall act in such a way as to create a positive image of the Agency.

2.      Personnel will act in a professional manner while relating to HRA staff, clients and business contacts, seeking to resolve differences or complaints through appropriate agency procedures.

3.      All personnel are responsible for adherence to HRA personnel policies, including the prevention of conflict of interest, misuse of funds, or abuse of trust. Personnel are responsible for reporting known misconduct to an Executive officer.

4.      All personnel shall respect the legal and moral rights and privacy of confidential information due to all clients and are responsible for upholding HRA’s affirmative action policies.

Minimum Qualifications:

1.      A minimum of three (3) years prior experience in custodial, labor, construction, and/or mechanical positions is required.

2.      Working knowledge of residential plumbing, electrical and mechanical systems, and general maintenance of buildings and grounds required.

3.      Experience working independently in situations requiring the exercise of good judgment.

4.      Excellent general health and ability to shovel snow and perform yard maintenance such as raking leaves, pruning bushes, and lifting appliances, equipment, and building materials up to 60 pounds required.

5.      Valid Driver’s License and safe driving record. Must be able and willing to drive to properties across Franklin County regularly, including responding to property and/or tenant emergencies during scheduled on-call hours that fall outside of business hours, including nights and weekends.

Additional Qualifications:

1.      Ability to organize, schedule, and plan work independently.

2.      Ability to follow oral and written instructions.

3.      Must be a team player with a positive attitude.

4.      Ability to operate maintenance equipment.

5.      Sensitivity to the needs of elders and low-income people.

6.      Ability to use a mobile device to receive work orders and communicate with staff. Computer literacy is a plus.
