SUMMARY

NeighborWorks Housing Solutions is a leading nonprofit developer of affordable housing for families, elderly, veterans, disabled adults and formerly homeless individuals.  NHS has developed more than a thousand homes in southern Massachusetts with more housing in the pipeline.  The organization consistently partners with reputable for-profit and nonprofit organizations to facilitate the creation of safe and affordable housing that serves to revitalize and stabilize communities.  The Construction Manager provides assistance to property management when it comes to capital improvement.  Additionally, this role oversees the implementation of HMLP.

 

Under general supervision of the CEO, the Construction Manager manages vendors and building partners to ensure project completion.  Construction Manager activities include project planning, cost management, time management, quality management, contract administration and safety management. Oversees multiple projects simultaneously and acts as a primary coordinator of internal and external stakeholders. This role will coordinate and monitor field operations, ensuring safe and efficient work and overseeing personnel and materials. Specific duties may vary depending on the type of project but generally tasks include scheduling work to proceed according to a strict timeline, overseeing staff on a construction site, conducting audits and checks to ensure that work corresponds with blueprints, client requests and monitoring safety and compliance.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ability to work well and complement the NHS real estate development project team & partners for the timely completion of all projects. 
  • Ability to take direction from and provide Owners Representative Services to partner agencies on behalf of NHS.
  • Work well with NHS Property & Asset Management team and help supervise major capital improvement projects.
  • Work well with other NHS lines of business to provide technical expertise and advice on major events and residential construction related programing. 
  • Develops and maintains good working relationships with a variety of project people and team members, including owners, managers, architects, designers, supervisors, tradespersons, and staff workers.
  • Plan ahead to prevent problems and resolve any emerging ones that will cause major project delays. 
  • Helps oversee all outside construction and architect firms to assure project completion, resource allocation, technical direction and ensuring compliance with quality control standards
  • Maintains all project documents and files.
  • Provides, as needed, project accounting control; reviews and approves invoices and change orders, prepares funding requests, tracks purchase order expenditures; maintains schedule of values.
  • Supervises independent estimates and analyzes estimates versus contractor requests; negotiates with contractor for fair and reasonable cost of requested changes.
  • Prepares internal and external reports as requested or required by funding sources and governmental agencies.
  • Stays abreast of new trends and innovations in the field of construction management.
  • Understanding of construction equipment including safe operating practices and signs of maintenance issues.
  • Understanding of local, state and federal construction regulations.
  • Able to read and comprehend floor plans, cut sheets, equipment manuals, schematics and complex instructions.
  • Organizational skills, including time management, delegation, prioritization, and multitasking.
  • Computer proficiency in Microsoft Office (Word, Excel, Power Point, MS Project).
  • Knowledge of construction budgeting best practices.
  • Must be able to work in person in normal office conditions, construction, and field environments.
  • Reviewing the project in-depth to schedule deliverables and estimate costs.
  • Oversee and direct construction projects from conception to completion.

  • Coordinate and direct construction workers and subcontractors.
  • Review the work progress on daily basis.
  • Prepare internal and external reports pertaining to job status.
  • Negotiate terms of agreements, draft contracts and obtain permits and licenses
  • Ensure quality construction standards and the use of proper construction techniques
  • Provides leadership in initial planning stage by collaborating with clients, architects, engineers, or other involved parties; develops detailed description of jobs and materials necessary to complete projects.
  • Schedules and coordinates projects in logical steps and budgets the time necessary to meet each deadline.
  • Prepares and submits budget estimates and regularly communicates with client concerning budget progress and costs.
  • Ensures adherence to the budget and, when unexpected complications or issues arise, makes quick and necessary adjustments.
  • Plans, coordinates, organizes, oversees, and directs activities regarding the construction and maintenance of assigned structures, facilities, and systems.
  • Ensures safety standards and guidelines are followed on the jobsite and that all safety codes are met in construction.
  • Oversees contract negotiations, revisions, and additions and adherence by all parties.
  • Collaborates with clients, supervisory staff, contractors, and design professionals to discuss and resolve problems, including work procedures, complaints, and construction or design issues.
  • Manages and leads actions that are necessary due to delays, bad weather, or emergencies at construction sites.
  • Attending and creating regularly scheduled meetings with owners, engineers, architects, and contractors on an ongoing basis regarding project objectives and progress.

QUALIFICATIONS AND CERTIFICATIONS

 

  • Bachelor's degree preferred
  • 5+ years property development and construction management experience; OR an equivalent combination of education and experience.
    Valid driver’s license
  • Licensed Construction Supervisor and/or related commercial and residential licensure preferred.

 

PHYSICAL DEMANDS/WORKING CONDITIONS

May require prolonged sitting, some bending, stooping, and stretching. Requires ability to regularly lift up to 25 pounds. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Work is performed in the field or may be in an office environment.
