An evaluation of the Neighborhood Stabilization Program (NSP) by Abt Associates on behalf of HUD has found that the program had no detectable effect on housing prices and other housing outcomes in the surrounding neighborhoods. The evaluation focuses on the second round of program funding (NSP2), created to address the spillover effects of foreclosures.
