HUD Briefing on Friday, April 17 on Housing Choice Voucher Administrative Fee Study Results

On April 17, HUD will formally release the Housing Choice Voucher Administrative Fee study conducted on its behalf by Abt Associates.  HUD has scheduled an online public briefing on the findings and a new fee structure recommended by the authors on Friday, April 17 from 11:00 am to 12:30pm (click here to register). The findings and recommendations are available on HUD's webpage for the study, including a link to the full “Final (Draft) Report” and an executive summary. HUD’s summary of key findings include the following:

• PHAs have been significantly underfunded to run the HCV program.  The average cost of administering the program in 2013 was $70.03 per voucher per month while the average amount received was $51.64 per month.
• The study proposes a new formula based on 7 variables that cover a broad range of cost drivers that capture the actual costs of running a high performing and efficient HCV program.
• 92% of non-MTW PHAs would have higher fees under the proposed formula compared to actual fees received between July 1, 2013 and June 30, 2014 at 75 percent proration.
