Calling all planning and zoning board members, public officials, municipal staff, affordable housing developers, and housing advocates!

How can your community expand its housing opportunities and ensure affordability? Join CHAPA virtually on Wednesday, October 30th, November 6th, and November 13th from 3:00 PM to 4:45 PM for our Tools for Increasing Housing Production in Your Community Virtual Conference (formerly our annual Chapter 40B Conference).

Tickets are $75 for non-CHAPA members and $55 for CHAPA members and cover all three sessions. If you are a current student or young professional, please contact Carol Marine (cmarine@chapa.org) for pricing. No refunds will be provided to those who register but do not attend the conference.

Session 3 (Nov. 13): Incorporating affordability with inclusionary zoning

Andrea Aldana was born and raised in Miami Beach, Florida, a first-generation US-born daughter of Colombian immigrants. She holds a BA in Urban Studies from New York University with a minor in Environmental Science. Andrea first joined the Community Development Partnership in 2011 as a volunteer, then as Office Manager. From 2017 to 2022 she created and managed the CDP’s highly acclaimed Lower Cape Community Housing Partnership as well as oversaw the CDP’s homeownership education program. In 2022, she was promoted to Chief Program Officer where she oversees all of the organization’s programs as serves on the Senior Management Team. Andrea sits on the Board of Citizens’ Housing & Planning Association (CHAPA) and serves as Clerk on the Abundant Housing Massachusetts (AHMA) Board of Directors.

Katy Lacy, AICP, is the Senior Planner with MHP’s Community Assistance team, where, among other things, she coordinates the agency’s regulatory obligations as a 40B subsidizing agency. Before coming to MHP she worked at MassHousing, and as the Planning Director with the Town of Hingham.

David Cashman is a Senior Project Manager with SEB Housing, LLC, a compliance and lottery agency located in Needham, Massachusetts. In that capacity, David works closely with real estate Developers, Property Managers, Program Administrators including MassHousing, EOHLC, and MHP, and Municipal employees, to create Affirmative Fair Housing Marketing Plans that meet all regulatory conditions, including general programmatic ones and more specific conditions contained in the relevant Comprehensive or Special Permit. Since working at SEB, David has helped secure approval of hundreds of Affirmative Fair Housing Marketing Plans, has implemented many lotteries, and has guided many Property Management groups toward successful lease ups and sell outs of affordable units.  

Matt Lattanzi serves as the Executive Director of Planning and Development as well as an Assistant City Solicitor for the City of Everett, where he was raised and still calls home today. Before entering the workforce, Matt achieved his own personal goal of becoming a “Triple Eagle,” graduating from Boston College High School (2011), Boston College (2015), and Boston College Law School (2018). In his role as the Executive Director of Planning and Development, he works collaboratively with developers, local departments and boards, and outside subject-matter experts to ensure that proposed developments throughout the City align with key municipal objectives. His primary focus has been centered on the revitalization of underutilized areas of the City, attracting private development to remediate highly-contaminated parcels, create a robust and thriving neighborhood to live, work, and recreate, and elevate areas to their highest and best use.

Aly Sabatino is the LAU Coordinator at the Executive Office of Housing and Livable Communities (EOHLC) and focuses on reviewing Local Action Unit (LAU) applications as well as affordable unit resales. Prior to her time at EOHLC she has over ten years of experience as a Town Planner, with her most recent experience being with the Town of Chatham where she helped to create and build community support around affordable housing initiatives as well led local zoning bylaw reforms. She has a MS in Environmental Management from Hardin-Simmons University and a BA in History and Geology from Northeastern University.
