HUD will publish its revised Final Rule for the HOME program in the Federal Register tomorrow, more than 19 months after it issued a draft revised rule for comment in December 2011.  A preview copy is available online.  According to HUD's summary (pages 8-10 of the preview copy), key changes to the 2012 draft rule include clarifying the definition of "commitment" of funds, allowing CHDOs to use consultants to demonstrate capacity but only for first year of their participation as a CHDO, allowing CHDOs to be

The National Low Income Housing Coalition (NLIHC) reports that the full Senate may consider the Fiscal Year 2014 appropriations bill for HUD as early as Tuesday, July 23.  Given spending cuts proposed by the House, many housing advocacy groups, including NLIHC, are urging constituents to contact their Senators to make sure a spending bill is considered and passed. HUD's long-awaited proposed rule on Affirmatively Furthering Fair Housing (AFFH) was issued today and will be published in the Federal Register on July 19.  The deadline for comment is 60 days following publication in the Federal Register (approximately September 17).
The Massachusetts Department of Housing and Community Development (DHCD) issued proposed amendments to the Smart Growth Overlay District (Chapter 40R) regulation  (760 CMR 59.00) today.  It will hold a hearing on the proposed amendment on August 13 and will accept written comments through that date as well, as detailed in the below notice.   PUBLIC NOTICE
The Patrick Administration's Department of Housing and Community Development announced the award of almost $4 million in federal Emergency Solutions Grant (ESG) funding to assist homeless and at risk individuals and families in Massachusetts.  The awards include $1.47 million for rapid rehousing to help an estimated 612 individuals move from homeless shelters to permanent housing,  $1.6 million to support 268 unfunded shelter beds for individuals, 37 unfunded beds for non-EA-eligible homeless families and 12 new units for families fleeing domestic violence, and over $850,000 for h
