On September 25, the Department of Housing and Community Development (DHCD) released its Draft 2020-2021 Qualified Allocation Plan (QAP). To download a copy of the draft, click here.
On September 6, Governor Baker filed a supplemental budget to close out FY2019, which ended with a major revenue surplus. The Governor proposed $10 million to support new production of affordable housing for those with extremely low-incomes (ELI) - or those at or below 30% of the Area Median Income (AMI). The Governor's budget also proposed $10 million to support a down payment assistance program for low- and moderate-income first time homebuyers.

On September 10, DHCD updated the maximum rent limits for mobile MRVP vouchers to reflect the new FY2020 fair market rents (FMRs) released earlier this month by the U.S. Department of Housing and Urban Development (HUD). This change is authorized by new FY2020 MRVP budget language which ties maximum rents for MRVP mobile vouchers to current FMRs.
For mobile voucher participants only, the maximum allowable contract rent for MRVP units with new leases beginning on or after October 1, 2019 shall be equal to current area-wide FMR.

The Department of Housing and Community Development (DHCD) intends to hold a Supportive Housing funding competition for the creation of more affordable rental units for vulnerable populations, who often need support services in order to access and maintain stable housing.
