The Department of Housing and Community Development (DHCD) is pleased to solicit second-round applications for funding that is available through the High Leverage Asset Preservation Program (HILAPP). DHCD developed HILAPP in partnership with MassNAHRO and other affordable housing leaders who are part of the Mixed-Finance and Funding Working Group. DHCD convened this working group in fall 2012 in accordance with recommendations from the Governor's Commission on Public Housing Sustainability and Reform.

On February 4, the Department of Housing and Urban Development (HUD) published a Notice of Funding Availability (NOFA) for Project Based Vouchers (PBV) under the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program.  HUD will award approximately $7 million in HUD-VASH funding through this competition to support approximately 1,000 PBV units.  These PBVs will enable homeless veterans to access affordable housing with an array of supportive services.  The vouchers will be funded from a set-aside from the Consolidated and Further Continuing Appropriations Act, 2013 (the Act) (Public Law
