On May 25th, the Massachusetts Senate passed its final FY2018 budget recommendation. The $40.8 billion budget provides strong support for many affordable housing, homelessness prevention, and community development programs. Today, the Senate Committee on Ways and Means (SWM) released its FY2018 state budget proposal. The budget includes strong investments in affordable housing and homelessness prevention resources. The Department of Housing and Community Development (DHCD) issued Draft Guidelines for calculating the 40B general land area minimum. DHCD has issued these guidelines to increase fairness, improve the efficiency of the application review process, and to ensure consistency with the intent of the regulations for the purposes of calculating whether SHI Eligible Housing is on sites comprising more than 1.5% of the total land area zoned for residential, commercial, or industrial use, pursuant to M.G.L.

On May 3rd, DHCD released a Notice of Funding Availability (NOFA) for A Better Life (ABL) planning grants. DHCD will award up to $500,000 in planning grants for up to five local housing authorities to research, design, and prepare to launch the ABL program in their state-aided public housing portfolio. ABL was originally designed by the Worcester Housing Authority to help public housing residents achieve economic self-sufficiency, which may include moving to private sector housing, increasing incomes, and building assets.
