The Department of Housing and Community Development (DHCD) posted its proposed amendments to regulations for the Massachusetts Rental Voucher Program (MRVP).  For a document showing the changes the proposed amendments make to exisiting regulations, please click here. DHCD will host two public hearings on the proposed amendments:
On December 3, a devastating fire damaged and destroyed many homes in Cambridge.  Just-A-Start, our partner in affordable housing and community development, owns St. Patrick's Place, an affordable housing development that was damaged by the fire. Unfortunately, 32 families living in this development were affected, many of whom lost everything in the fire.

On December 6th, Governor Baker announced 9C budget cuts.
The Department of Housing and Community Development (DHCD) announced a Notice of Funding Availability (NOFA) for the start of the winter 2017 affordable housing competition for rental projects.  DHCD will give priority to projects that provide affordable housing for homeless families or individuals.  Potential project sponsors must reserve at least 10% of the units for homeless families or individuals earning less than 30% of area median income. DHCD will also promote the development of mixed-income housing work, with a combination of market rate and affordable units.
On November 15, HUD announced the publication of a final rule requiring the use of small area fair market rents (SAFMRs) in 24 metropolitan areas where housing choice voucher use is particularly concentrated in high-poverty neighborhoods (none in Massachusetts).

The Housing Opportunity through Modernization Act of 2016 (HOTMA), signed into law in late July, authorizes a number of reforms to federal housing programs, including public housing and the Housing Choice Voucher program.  On October 24, HUD published initial implementation guidance detailing the changes that can be effected immediately and those that require rulemaking or other actions by HUD first.  Changes to the proje
